A Pennsylvania woman recently opened her mail and found a genuine-looking U.S. Treasury check for $405.04. The envelope contained no letter explaining the payment, leaving her unsure who had issued it or whether she should deposit it.
Federal agencies use the Treasury Department to send tax refunds, benefit payments, reimbursements and payment corrections. The agency responsible for the money is not always clear from the check or envelope.
An unexpected Treasury check should not be treated as free money. It may be a legitimate payment, a correction issued after an agency reviewed an account or an erroneous payment that must be returned.
The case was reported by WGAL News 8, which contacted the Treasury Department after viewer Betty asked how to identify and verify the unexplained payment.
Why Someone May Receive an Unexpected Treasury Check?

The Treasury Department issues payments for numerous federal agencies. A check bearing the Treasury name does not necessarily mean the Treasury itself decided to pay the recipient.
Possible explanations include:
- An IRS adjustment that increased a tax refund
- A refund from an amended tax return
- A delayed child tax credit or earned income tax credit adjustment
- A Social Security underpayment or benefit correction
- A Department of Veterans Affairs payment
- A federal retirement benefit adjustment
- A refund from another federal program
- A replacement for an earlier check that expired or was returned
- A payment issued to the wrong person or in the wrong amount
WGAL News 8 reported the case of Betty, who received the unexplained $405.04 check in a Treasury envelope. Federal officials said tax corrections, retroactive benefit adjustments and payment errors were among the possible causes.
A separate explanation may arrive by mail several days after the check. The IRS says it sends notices when it changes a taxpayer’s refund, but postal delivery does not always place the check and notice in the mailbox at the same time.
Do Not Cash the Check Until You Know Why It Was Sent
A check can clear successfully and still represent money the recipient was not entitled to keep.
If a federal agency later determines that the payment was issued by mistake, it can request repayment. For an erroneous IRS refund, interest may begin accumulating if the recipient keeps or spends the money.
The safest approach is to leave the check unendorsed while verifying three points:
- The check is authentic
- The recipient’s name and address are correct
- The issuing agency confirms that the recipient is entitled to the money
People should never send part of the check’s value to a stranger, pay a processing charge or purchase gift cards after receiving a supposed government payment. Those requests are signs of a counterfeit-check scam.
Call Treasury to Identify the Issuing Agency

The fastest starting point is the Bureau of the Fiscal Service, the Treasury bureau that processes payments for federal agencies.
Its Payment Management Call Center can help identify which agency issued a federal payment and direct the recipient to the correct office. The official number is 855-868-0151.
The Treasury payment assistance page confirms that staff can help determine where a check came from and why it was issued.
Before calling, have the check nearby. The representative may ask for information printed on it, including:
- The payment amount
- The issue date
- The check number
- The four-digit check symbol
- The recipient’s name
Use only a phone number found on an official government website. Do not call a number printed in an unsolicited letter or supplied through a text message until it has been independently checked.
How to Check Whether a Treasury Check Is Authentic
The Bureau of the Fiscal Service operates the Treasury Check Verification System. The system checks whether the issue date, symbol, serial number and amount match a Treasury record.
A bank can also use the system before accepting the check. Treasury warns that a missing result does not automatically prove that a check is counterfeit, so the database should be used alongside the check’s physical security features.
Authentic Treasury checks contain several protections:
- A watermark reading “U.S. TREASURY” visible from the front and back when held to light
- Microprinted wording that appears as a fine line without magnification
- A Treasury seal printed with ink that changes when moisture is applied
- An ultraviolet pattern visible under appropriate equipment

A check lacking the watermark should be treated as suspicious. Treasury notes that some valid checks do not carry every newer security feature, so recipients should contact the issuing agency rather than relying on appearance alone.
Check IRS Records When the Payment May Be a Tax Refund
Tax-related payments are one of the main reasons for an unexpected Treasury check.
Sign in to the official IRS online account and review recent tax records, refund information and notices. A taxpayer may discover that the IRS corrected a calculation, allowed a credit or converted a requested direct deposit into a paper check.
The IRS says paper checks are sometimes issued when it cannot complete a direct deposit, including cases in which the bank account does not belong to the taxpayer or has received too many refunds.

Anyone who did not file the tax return connected to the payment should consider the possibility of identity theft and contact the IRS before depositing the check.
What to Do If the IRS Sent the Money by Mistake
Do not deposit an IRS check after confirming that the refund is incorrect.
The IRS instructs recipients to write “Void” in the endorsement area on the back, leave the check unstapled and include a short explanation stating that it is an erroneous refund. The check must be returned to the appropriate IRS location.
The official erroneous-refund instructions say the payment should be returned promptly and no later than 21 days.
A person who has already cashed an erroneous refund must repay it using a personal check or money order and identify the payment as an erroneous refund. Interest can apply when repayment is delayed.
Could the Check Be Connected to Social Security?
A Treasury check may represent a Social Security retirement, disability, survivor or Supplemental Security Income correction.
Possible reasons include a recalculation of previous benefits, a corrected earnings record, a payment that was previously withheld or a replacement for a missing check.
Recipients can compare the amount with their Social Security online account and recent agency notices. Changes in monthly payments can also result from the annual cost-of-living adjustment, Medicare deductions or recovery of a previous overpayment.

A Real Check Does Not Automatically Mean the Money Is Yours
The case of the unexplained $405.04 payment shows why recipients should separate two questions. First, is the check genuine? Second, was it correctly issued to the person named on it?
The Treasury verification system and physical security features address the first question. Only the federal agency responsible for the payment can give a final answer to the second.
